Webadmin sub-links

Description
Since the thin-header got removed, we've lost the links that were on all the webadmin pages, linking between the pages:
- webadmin/experimenters/
- webadmin/groups/
- webadmin/drivespace/
These links should appear on these 3 pages at least, possibly on ALL webadmin pages?

I've added these "Scientists" and "Groups" top links as jQuery tabs, but they don't have any CSS yet.
