Add a method for comparing two OME-XML graphs

Description
It would be nice to be able to take two blocks of OME-XML and easily say whether or not they are equivalent. Doing a direct string comparison is not sufficient, as we want to determine equivalence independent of the IDs used (and potentially the OME-XML version).
Probably it makes sense to put this somewhere in ome.xml.* or ome.xml.model.*, and not in Bio-Formats proper.

Reference checks are now in place, so that two OMEXMLMetadata objects
will be considered equal if their graphs are equal (regardless of the
specific IDs used).
Closes #7280.
