Revamp safe call wrap

Description
Safe call wrap should be revamped following the completion of (#5835) with the following requirements:
- Base usage as it stands with limited reconnection or proxy recreation logic
- Configurable safe call wrap function so that OMERO.web or other users may have custom wrapper implementations
- OMERO.web reinstatement of proxy recreation
