Need to decide on the best location for 3rd party Python code.
Currently tiltpicker code is under OmeroPy/src/tiltpicker

For the moment, moving tiltpicker along with "which.py" and "xmlrunner/" to omero_ext as discussed. There are others that should also be considered: killableprocess and winprocess, especially since those are more widely used, but I'm not as sure of their impact for 4.3.2. The rationalization for moving those above are:
- tiltpicker has just been added
- xmlrunner is build-time
- which.py is very limitedly used, but at the same time, something someone may have on their pythonpath for personal use, so better to get a known good version.
