Better dimension order correction for OMERO OME-TIFFs

Description

Most OME-TIFFs exported from OMERO have the DimensionOrder? set incorrectly. We know that the correct DimensionOrder? is always XYZCT.

There was a hack in loci.formats.in.OMETiffReader that reset the DimensionOrder? if the file was thought to be exported from OMERO, but it had several problems. It should be sufficient to re-insert that hack, but just change which value of DimensionOrder? is used.
