Chris mentioned while discussing PR 211 that the only way for the affected code block to be entered is for there to be an (unsupported) JPEG2000 block inside the IFD. If this is the case, it might make sense to move that block of code to a separate dedicated reader so that the intent is clear.
NB: I've had interest from others to make use of these files, which is something we need to decide in the general case. Assuming we also ported existing code to PyramidTiffWriter then we'd have a complete file format. For better or worse.

Note that this refers to OMERO's PyramidTiffReader? and not loci.formats.in.PyramidTiffReader? (which is something entirely different). Might make sense to do this in conjunction with https://trello.com/c/99zkYlYi/128-pyramid-generation-for-float-broken; see also https://trello.com/c/cl9gX372/161-pyramid-option
