The CLS repository mainly comprises jpg images. Using fslite means that to render an image it must be read, decompressed and then compressed to be sent to the client. jpg files should be passed directly to the clients.

More widely the form in which rendered images are passed to the clients should be looked at across different formats.

While this will be useful for the CLS image repository it is of more general use as past of work on fs. Moving it from #8082 and pushing to 4.5

I'd assume there be a size limit to this? Also, what happens when it comes time to change the rendering settings. This be an entire RFE story that we handle later.
