Development support for server version mismatch

Description
During development when the omero.version property in etc/omero.properties is set to x.y.z-DEV (currently: 4.4.0-DEV), clients like insight should be permissive of what server version they tolerate.
Rather than failing to connect with "The client version ... is not compatible with the following server", there should perhaps be a warning about the mismatch along with a statement of the versions in the log, but the connection should continue for testing purposes.

No reason this is FS-specific, but now with the ongoing 4.x an 5.x lines, we probably don't want to me permissive if the major version changes only minor and patch.
