User would like to control image resolution for other users.

Description

Whether for bandwidth, future publiciation, or similar reasons, it may make sense to allow users to limit the resolution that can be obtained from the RenderingEngine. (Any other apis?)

The standard permissions (rwa) would then no longer be enough, but a double would need to be provided (55%) or similar. The existing roles infrastructure probably suffices.
