Generated docs (slice2html, javadoc, ...) improvements

- Move all ome.api.* javadoc comments to API.ice
- (Also separate out the API.ice classes)
- Added a @VERSION@ stamp to the documentation - done
- Added links to the latest version - sorta
- Provide a better top-level overview (currently in javadoc/overview.html)
- Provide a consistent theme. - done
- Go through pages and write up what needs better documentation.
- Ensure nice permanents links (not javadoc/slice2html)
- no nice "OmeroPy documentation" for slice or javadocs.
