Add build script which automatically sets memory settings

Description

Several users on the list have complained about OutOfMemory exceptions during the build. This happens primarily if not solely on 64bit (linux?) machines. hudson.sh has an example of the parameters which are needed to make the build pass, but that script is not general purpose. A simple wrapper should be added to ease use.

Largely done in my local repository as: ./build.py
