Bug: add fail-fast option to Dataset To Plate script

Description
As shown during the nightshade testing phase and reported by Glencoe Sofware, the Dataset To Plate script can be re-run multiple times on the same images. This can result in a dramatic situation which is unsupported by the OMERO clients: images are linked to multiple plates, can not be deleted/moved anymore and need to be unlinking via a script - see https://github.com/glencoesoftware/omero-user-scripts/blob/master/hcs_scripts/Unlink_Images.py.
To prevent this undesirable situation, the Dataset To Plate script should include a fail-fast step before plate creation checking that no image in the dataset is already linked to a well sample.
