1		I'd say we populate `_updated_annotations` from the first transaction, issue the `NOTIFY`, then the listener starts a new transaction to process `_updated_annotations` and fill `eventlog`. (In the first transaction we could also capture and pass on the value of `_current_or_new_event()` so the event ID is correct.) I can do this on Tuesday if a DB patch number is available.
	1	We need to see more than one row at a time in order to deduplicate.
