Integrate LicensingService with OMERO.blitz

It's unclear just how tightly bound the licensing service (source:trunk/components/tools/licenses) should be in the Ice layer. Most likely the best bet is to have a LicensingFacet which gets added to the Session servant in SessionManagerI. But that's coming from Spring. And there's also the case of future facets. Hmmm....
