Dynamic Paths in OMERO.web

Description
We should be able to support the "mounting" of the OMERO.web applications in a more dynamic manner, especially with mod_python.

According to URL dispatcher actions were taken to make OMERO.web application more dynamic in terms of building/generating urls. There are still some JS components requiring static paths especially in Full image viewer.

Referring to the static file handling improvement in #7189 it is currently possible to deploy OMERO.web in custom location. Require testing.
