Only OmeroPy initializes Permissions object in DetailsI

Description

For both OmeroJava and OmeroCpp, 

   new ImageI().getDetails().getPermissions()

returns null. Not for OmeroPy.

API difference, but it's a bit late to change now. If the pythonistas will review, then we can make the change in one of the point releases.
