Update codebase to current OMERO.web/django 1.3.1

Description

Mainline OMERO.web has been updated to use Django 1.3.1. The WebSilo? webapp should be updated to build on & test the current OMERO.web infrastructure. Once the codebase has been updated in line with #7983 we can move to the newest OMERO.web API & extension points.

Initial rebase from develop and merge of Ola's 7993_transition branch has been done.

From now on should be able to keep rebasing from develop and merging in Ola's changes to keep us up to date.
