Tagging and multi-groups

Description
When selecting object display all possible available.
Our usage of tags is actually very limited, so for now only use the tags from a given group and do not allow users to tag objects from a group with tags from another group.

Add controls in UI so only objects in the same group can be tagged. Same for attachments.

Do not allow users to tag or add attachments to objects that are not in the same group.
