The ITK developers have previously expressed interest in including Bio-Formats as part of ITK4. Under the GPL license this was not possible, due to ITKs licensing. With the conversion to a BSD license, however, inclusion will now be possible.

Back in June, I sent a private mail with subject "Bio-Formats licensing change completed" to involved people on the ITK/Kitware side, CCing core Bio-Formats developers. In that mail, I explained that the license change had finally been completed.
Since then, Matt McCormick? also visited LOCI to polish up the BF-ITK patch, which is now pending again.
As such, probably no further announcement to the ITK community is necessary until the patch goes in to ITK core. So this specific ticket can be closed.
