moving custom tag assignment to every single block

In every inherited template any code outside blocks redefinitions is not executed. So in this case {% get_static_webclient_prefix as STATIC_WEBCLIENT_PREFIX %} has to be called inside each block or use context processor for setting "global" variable.

This task is no longer valid as static prefix was register with context processor, like in #7262
