Add support for TIFF/XML data exported from Operetta

Description

Datasets exported from Operetta contain a set of TIFF files with Flex-like metadata, and a single XML file that describes the plate structure.

Right now, the TIFF files can be imported individually, but the entire plate context is lost. It would be nice to allow these files to be imported as a single entity, with all of the external metadata appropriately preserved.

See example datasets in data/perkinelmer-operetta/.
