ROI thumbnail display etc

Description

Few things to fix in ROI thumbnails:

If region required by ROI is smaller than thumb size, don't zoom in. Just get a larger region at 100%
By default, don't load thumbs. Allow user to toggle thumbs.
Set fixed size of ROI table, with larger table scrolling.
