BUG: Clicking "Import History" tab does not produce a warning

Description

If I click on the "Import History" tab when it is greyed out, no warning message appears - nothing happens at all. This seems like fine behavior to me, but differs from what testing scenario 3 mentions:

If the "Import History tab is grey, click it. A popup warning should appear.

The behavior for this tab has changed so this is really 'working as expected'. :)

If history is disabled by the user via the options menu (or by an admin via the config file option), there is no history popup when clicking on that tab. The error now only shows up if history is disable because of a server side issue (such as not having pytables installed).
