BUG: problems setting up a db

Description
On Ubuntu 9.10 using a newly created db,
psql -h localhost -U omero omero < OMERO4.2__0.sql
fails,
... NOTICE: CREATE TABLE / PRIMARY KEY will create implicit index "password_pkey" for table "password" CREATE TABLE ERROR: value too long for type character(24) ERROR: current transaction is aborted, commands ignored until end of transaction block ...
The relevant lines in the sql are,
insert into password values (0,'LSjpGNDDKH/7iZyIwB8OTA=='); insert into password values (1,'');
so not longer than 24.

I have been unable to recreate this on 4.2.x or 4.3.x
