Improve the 404 page at /

Currently the 404 page is quite bare-bones. It could provide an overview of OMERO, perhaps tips for getting started, screenshots, etc.
Some possible ideas to take into consideration.

A setup of the three buttons and a short description.

- Help (This might be a suitable place to have redirected to the OMERO site)
For the right hand strip we could use a set of suitable images that would cover a good range of images OMERO supports

Based on the discussion in 4.4 "http://localhost/" will redirect to "http://localhost/webclient/". Insight button will be available next to activity toolbar.

I would only add that some simple fixes could be added to 4.3 while another ticket review the 404 page as a part of a larger effort. I.e. perhaps splitting this ticket would be appropriate.
