Auto-upload 'built-in' scripts

Description
The server needs to upload the following scripts when it is installed (or for the 4.2 upgrade) so that they can be called from Insight. Also need to make sure that they don't fail if 'import numpy' fails. Would be nice to fix PIL import, since some scripts 'from PIL import Image' and some 'import Image' so we need to have Image and PIL on the PYTHONPATH.

All commits for automatic upload took place as a part of #2261 or #2073. Contents of OmeroPy/scripts (with some filtering) will now be automatically detected as official scripts.
