Set MetadataLevel to NO_OVERLAYS in ImageJ plugin

Description

We know before calling setId whether or not ROIs are to be displayed. If ROIs are not meant to be displayed, then setMetadataLevel(MetadataLevel?.NO_OVERLAYS) can be called, which should speed up initialization time for some readers.
