Web to use Selenium-2

Description
Looks like Selenium is the way to go for web UI tests.
Since our last usage, Selenium has started using webdriver with a new API etc.
Also, our only existing tests in webadmin are invalid now (UI rewrite).
So it makes sense to start again using Selenium-2.
webgateway/tests/seleniumbase.py framework should be updated to use Selenium-2.

Seems that Selenium-2 doesn't support relative URLs https://groups.google.com/forum/#!msg/selenium-developers/kCbf72vQDb0/SwgLvAvbvEYJ
so in the past where we've done
sel.open("/webadmin/experimenters")we'll now need to concatonate with the base url ourselves first.
