Move MetadataLevel, MetadataOptions, and DefaultMetadataOptions

Description

All three classes should be moved from loci.formats.in to loci.formats.

The primary motivation for doing this was to simplify creation of custom Bio-Formats builds. However, changing the package names for these three classes will potentially break quite a bit of third-party code. Given that the custom builds are not difficult to create as it is, it doesn't seem worth the pain of breaking other people's code.
